Many (all?) of the necessary capabilities for webrtc, including
mulaw, alaw, opus and several video codecs, are implemented
within FFmpeg but FFmpeg so far does not implement the
whole webrtc standard.
FFmpeg is not a (video) conference software, it provides
libraries that can be used (and are used) by such software.
