[FFmpeg-user] VideoBitRate & VideoFrameRate

1) Why when i reduces VideoFrameRate the streaming  start afer dew seconds
?it wait 9-10 secondes until it start to stream

2)how can i know how much VideoBitRate I need?
i stream rtsp and watch it via udp.
if i put VideoBitRate too high i get bad video quality(frames losses ) why
is that?

3)how can i stream rtsp over http?(with/without ffmpeg?)
