Synology distributes ffmpeg but last time I checked it does so in a way
that violates the license (uses nonfree components, does not state
changes made to the code, does not provide a copy of the license,
refuses to disclose source code, etc). They are aware of the situation
but don't give a shit. See:

FFmpeg only provides source code, but you can compile it for your
device.
