You have to install libass-dev.
(Sorry, I don't use the same distribution as you so I am not
sure how you can install it.)
Once it is installed, the following typed on your command
prompt will not show an error (as it does now):
$ pkg-config --exists --print-errors libass

Please find out what "top-posting" means and avoid it here.
