[FFmpeg-user] Can the video orientation be adjusted for part of an Mp4 ?

The mobile phone operator, at approx. 4:30 , turned the phone 90 degress, so 
the remaining portion of the video is fine.

Please advise what version that is. Obviously there are people in this mailing 
list who may have an answer, relevant to other versions.
