Where is your cross-compiled libx264? If it's in /usr/local (which it
shouldn't be, seen warning above), why is there no
/usr/local/include/x264_config.h?

Perhaps "--extra-cflags=-I/usr/local/include" should be something like
"--extra-cflags=-I/usr/local/arm/4.3.2/arm-none-linux-gnueabi/x264"
or wherever you put it.
