[FFmpeg-user] FFmpeg Intel icl compile (configure) issue

The pastebin link I sent on my first mail is the full config.log file which also includes configure line at the begining.
for convinience here is the configure line;

the only difference from official windows build is toolchain is icl and added hwaccell parts. it fails on configure test compiles (where it says that it fail to create tmp file).
