[FFmpeg-user] UDP unicast & multicast output

It seems a problem with your connection rx speed.
Maybe when you send multicast you are receiving in the same machine the packets again.
Try to play the same HLS url with a player like vlc when you are doing the multicast with ffmpeg in order to know if it's a network problem or a ffmpeg problem.
