[FFmpeg-user] cutoff argument not passed to libmp3lame

LAME documentation says:
--lowpass Frequency(kHz), lowpass filter cutoff above freq.

cutoff

    Set cutoff bandwidth in Hz.

Slightly different in every codec in ffmpeg but seems to be identical in 
principle.
