This makes no sense, the sample you created cannot be
used to reproduce your issue.
(Not necessarily related: FFmpeg is not meant to record
ts streams, better and simpler tools like cat exist.)

Please record the udp stream either with mplayer -dumpstream
or tools/aviocat or any other tool of your choice.
