That is less than one percent off your target. And it is to be
expected. That is definetly no bug. Have a read about VBR. Google is
your friend.

Have a look at the ratetol option of x264 if you are so desperate for
that tiny difference. Or go for constant bitrate and have "fun" with
the quality you get.
