What did you try?

You first have to cross-compile FFmpeg for arm, then 
cross-compile opencv.
I don't know anything about opencv compilation, you 
will have to ask there once you succeeded FFmpeg 
cross-compilation.

If you need FFmpeg for arm with Opencv support which 
needs FFmpeg support, you have to repeat above steps 
(do a bootstrap).
