That's about license compatibility with the GPL and/or the LGPL.

But as I said, there may be different considerations than just
licensing, implied by the fuzzy word "free". MPEG-LA? (Yes, let's not
get into discussions that there may be lawyers out there considering
even e.g. Vorbis "non-free", because patent encumbered.)

But I think this is confusion and totally off-topic, just because Habib
dropped to word "free". We haven't even understood whether Habib wants
a decoder, an encoder, a converter, or a player. Does mplayer's
configure have the same selection capabilities w.r.t. ffmpeg's codecs
as ffmpeg's configure has? (What is mplayer doing on a web server?) And
apart from that: I think all that Habib really wants is a minimal build
supporting *only* those features needed in his particular scenario, and
ffmpeg's configure has perfect support for that.
