[FFmpeg-user] Setting up a watch folder to encode adaptive bit rate videos

I realized I wrote the wrong subject for my post.  Here's a more correct one.

Single or 2pass for key frame alignment?
How many files and at what bitrates is a good starting point for
mobile and desktop?

I already a watch folder set up with a script to automatically encode
videos when they are placed in it.  I just need to tweak my ffmpeg
commands to follow best practices.
