You don't tell FFmpeg what it should do with your 
input video stream, and it defaults to mpeg4 (asp) 
encoding. My guess is that you wanted to use:
-c:v copy

(I don't know if the hevc bitstream filter is 
necessary for rtp streaming, you will have to 
find out.)
