[FFmpeg-user] Creating h.265 elementary stream output

Can ffmpeg create elementary stream outputs?

While doing an H.265 encode, I tried to do outfile.265 and outfile.h265 and
both failed.  Works just fine if I do outfile.mkv.

But, I have a need to do an elementary stream output as I have to do some
other stuff before wrapping the video and audio and chapter marks into the
MKV file.
