[FFmpeg-user] Error when configure

i follow the step on this link
https://trac.ffmpeg.org/wiki/CompilationGuide/WinRT my laptop 64bit and use
windows 8.1 . when configure it said
 cl is unable to create an executable file.
C compiler test failed.
Please help!
