Just a guess, it might have a flag set somewhere to indicate pull up or pull 
down for the audio sampling rate. It is common to skew the clock rates to 
achieve frame rate changes.

+/- 0.4% for going between 24 and 25 fps.
+/- 0.1% for changing between 1000 and 1001 frame base.
