[FFmpeg-user] Extract N-frames sequence from input file to output with specified framerate.

In other words I need to decode every N-th (or calculated with some
equation) frame from video, without re-encoding, and muxing it with
specified timestamps - to look it faster. I believe it's possible, but how?
