But you can use FFmpeg to generate a compliant video file
(Hint, if you need fast, you can use HDV at the cost of a bit of 
resolution.)
A commercial tool is TPMGenc Authoring tools.
About 100 USD, and works swell (It can also encode if you like.)
I'm using it, it works swell.
