This is neither an AIX nor an RPM mailing list, but here you go:
$ sudo rpm -ivh gcc-4.9.2-1.aix7.1.ppc.rpm gcc-cpp-4.9.2-1.aix7.1.ppc.rpm

In other words: In one step! :-)

Is there no repository for this stuff? That way, you could have avoided
having to resolve all the dependencies yourself. Sigh.
