This is to allow for the max coded frame size limit for NTSC to be met.
For IMX40 one is already well below that limit so that 40M bit rate is
all that is allowed.

What is the use case for this  'slimmed down' IMX40 bit rate/framesize,
I see nothing in S356m or S356m requiring this.
