Please test the following:

$ ./configure --enable-cross-compile --arch=arm --target-os=darwin 
--cc='clang -arch armv7 -miphoneos-version-min=7.1' --enable-gpl
--sysroot=/Applications/Xcode.app/Contents/Developer/Platforms
/iPhoneOS.platform/Developer/SDKs/iPhoneOS7.1.sdk

Add --enable-libmp3lame once you compiled lame for 
ios.
