depends on the quality of the input file and often also on the content, 
i have ssen viedos where you need twice bitrate to get rid of artecfacts 
on critical parts while 100 other samples where perfect

that's why i started my post with "There is no perfect command"

otherwise ffmpeg would not need that much options
