I'm not sure what your build system is, but rake is a ruby program and
nothing to do with ffmpeg.

As such this must be a specialist set up, and you are unlikely to find
anyone here with knowledge of your system.

I would suggest you contact the maintainers of whatever build system you
are using, which I suspect is homebrew.

I notice you are trying to cross compile for arm, is that even supported
in the build system?
