No (but it doesn't matter):

Please test current FFmpeg git head (the 
only version relevant on this mailing list), 
if the issue is still reproducible, please 
replace AVSTREAM_PARSE_FULL_ONCE in 
libavdevice/v4l2.c with AVSTREAM_PARSE_FULL 
and test again (and report back).
