[FFmpeg-user] Adding NAV packets to a VOB file

Does anyone have any suggestions on how to add NAV packets to a VOB file?
The file is one of five salvaged from an unfinalized dvd.  The other
four seem to be okay, but I haven't found a way to get the NAV packets into 
the remaining one.
