This is also my guess. Generally, seeking in MPEG-PS files can not work,
this format is completely broken.
As an alternate to your suggestion, which should work flawlessly, I can
suggest to use the tools/dvd2concat script instead of concatenating the VOB
files: it can bear a little testing and exposure.
