Oh, I see. Well that's quite different. Does the audio even need to be slowed 
down then, or is it sampled at a faster rate also? If not, you might be able 
to use copy-stream on the audio.

The slowmovideo software could also smoothly interpolate the video into a more 
standard frame-rate if you needed that.
