You may not be allowed to or may not want to download
binaries for good reasons; or there may be no binaries
available for your system. You may not have a build
environment or it may not suit the needs of ffmpeg.
Also some more deps may actually be needed to reproduce
certain issues.
All can happen for lots of reasons, and there is no
generic way to avoid them. Quite the opposite, these
problems usually arise because we do not all work in
the same environments and do not have the same knowledge.
Now you cut away most important parts of my message,
which described things quite clearly and that it is
best to have latest the FFmpeg Git master build at hand
and to test against it.
