[FFmpeg-user] If I crop must I scale?

Quick question...

I know the commands for both cropping and scaling.  That's not the
question.  The question is:

If I crop a video, do I need to issue a scale to the new matching
dimensions also?

Example:

If I have a source video that is 1920x1080 with black bars on top and
bottom of 140px each and of just 2px on each side.

So, do I crop and scale like this:

-vf "crop=iw-4:ih-280:2:140,scale=1916:800"

Or, do I just crop without the scale?
