AFAIK that’s how encoders like h264 work. What is the difference between current and former picture and store the difference and when playing back former plus difference equals new picture. If you want to see the difference in compression look at the size of an i-frame and a p or b-frame. The I-frame doesn’t depend on former frames the others do.
