This is not FFmpeg but an intentionally broken version with
several hundred known, user-reported bugs that are not
reproducible with FFmpeg, some of them security-relevant.
Please understand that we cannot support it here.
Read the following to get more information:

As explained, move the "-r 1" behind the input option ("-i") to
specify an output frame rate.
