Yes, it was reverse-engineered and decoding is possible.
(May not be bit-exact, I don't remember.)

No, given that this codec is H264-related, this would 
be a task for x264.

Note that "ancient" is a bit misleading since we do 
support encoding to RealVideo5 and RealVideo G2.
