At least the outputs, in this lazy test, seem the same:

$ ffmpeg -f lavfi -i testsrc=s=hd1080:d=3 -vf scale=hd720 -f md5 -
MD5=59fee7d8eeeec0bc4d6f59864721feba

$ ffmpeg -f lavfi -i testsrc=s=hd1080:d=3 -s hd720 -f md5 -
MD5=59fee7d8eeeec0bc4d6f59864721feba
