$ ls /usr/include/lame/lame.h
(You also need the development variants of the packages.)

Unrelated: The following settings are useless because
they are the default:
--as=yasm
--disable-shared
--enable-static
--enable-filters
--enable-postproc
--enable-pthreads
--enable-runtime-cpudetect
--enable-zlib
