[FFmpeg-user] FATE tests: FFV1

I have improved the FFV1 coverage in FATE on my local setup to:

Based on existing FATE tests (vcodec, lossless-video, prores & h264),
I've created a new file "tests/fate/ffv1.mak", which includes
encoding/decoding tests for FFV1. Except for error-resilience testing,
all files are generated from vsynth source (in order to keep the impact
on fate-suite's size low).
What is the official procedure for commiting these new tests - including
2 additional files for "fate-suite"?
