That's certainly how we do it in the broadcast world - 10:00:00:00 picture start for 25fps content and 01:00:00:00 picture start for 29.97fps content - so as Phil pointed out, the start values could be either 09:59:56:00 or 00:59:56:00.

Ordinarily timecode burnins would begin at either hour 1 or 10 depending where you are in the world. So you end up starting at fifty-nine minutes and change (or nine hours, fifty-nine minutes, etc).
