[FFmpeg-user] Playing Inverse Telecined 24 fps video on a 1080p 60 Hz Computer Monitor

I have video I captured from a DVR at 29.97 fps.  The video was telecined.
I inverse telecined it and reduced the fps to 24000/1001 (about 24 fps).  I'm playing
the video on my LCD TV screen via the HDMI out connector of my video card.
My TV says the says this connection displays video at 1080p 60 Hz.


Now I'm wondering if the inverse telecine step makes any sense for me.  If I converted
my video to 24 fps, and the TV displays 1080p at 60 Hz, what is actually happening?
I assume the video card is sending 60 full frames to the TV every second.  But if the
video has only 24 frames per second, how does it do this?  Does the video card
telecine it?  Does the TV telecine it.  If so, does it even make sense for me to
inverse telecine the video?  Can someone make sense of this for me?
