I am not convinced that this is documented (and 
guaranteed to work), the intended way iirc is 
to use the setpts filter (as you do for audio) 
and use -r for the output file.

Note that in theory, movies can be telecined 
(24:1) to produce PAL output, in this case 
both variants cannot work.
