Sorry, Lou is of course right, the way you 
combine "-s" with "-vf pad" is ambiguous, 
merge the scaling into your filter command 
to allow the padding to work:
ffmpeg -i input -vf scale=1728x864,pad=1920:1080:0:0:gray out.tif
