The following commands work as expected, both
with and without -an:
$ ./ffmpeg -i fate-suite/svq3/Vertical400kbit.sorenson3.mov
-pass 1 -strict -2 -b:v 200k -f mov /dev/null
$ ./ffmpeg -i fate-suite/svq3/Vertical400kbit.sorenson3.mov
-pass 2 -strict -2 -b:v 200k out.mov
