I may misunderstand your questions but are you 
aware that FFmpeg does not use libflac for flac 
encoding (and decoding)?

So you generally cannot ask for "equivalent" 
options, I don't know what --no-padding does 
but I suspect this is the default for FFmpeg 
(and cannot be undone).

Maximum value is 12 for flac encoding.
