[FFmpeg-user] ffplay can not play a mp4 video

The file is not an mp4 file but a recording from 
a surveillance camera from a company called 
"Hikvision".

To the best of my knowledge there is no way to 
decode these samples except with the Windows 
binary driver on WMP.
