It looks like you can duplicate the results by taking any Quicktime, 
even one without source code, and doing a copy through ffmpeg setting 
your own:

-i Blah.mov -codec:v copy -codec:a copy -timecode 01:00:00:00 New.mov

With that, I even get symbols in the timecode like @ and < instead of 
digits!
