[FFmpeg-user] force frame rate when reformating raw h264 stream

This is not ffplay, but an intentionally broken fork 
of it that contains several hundred known bugs not 
reproducible with FFmpeg, some of them security 
relevant, so it cannot be supported here.
(Does it play correctly with ffplay? I suspect 
that both should fail, but maybe for different samples, 
because they use different default speeds...)
