Afaict, this is not the right mailing list for discussing 
MPEG-LA issues, FFmpeg is covered by the LGPL or the GPL 
and if you distribute binaries based on FFmpeg, you have 
to comply with the respective software license.

(If you want to use FFmpeg within your computer / house / 
company you only have to agree to the disclaimer that 
is part of the license.)
