Yes

I don't think this is correct.
Frames are duplicated and dropped to match the output 
stream's fps rate, this has not necessarily anything to do with 
realtime. Did you try to reduce the resolution significantly to 
test if it is performance issue?

Please provide your command line together with complete, 
uncut console output.
