[FFmpeg-user] TS Bitrate conversion tool

Hi ,
I am looking for a tool which converts TS bitrate from lower to higher my
inserting null packets (along with PCR time stamp modification).Is there any
tool available as part of FFMPEG ?
After changing PCR values we need to change DTS/PTS time stamps also  ?
