[FFmpeg-user] in ffmpeg, decoding of a picture starts after getting 1 picture data ?

Hi,

I have a question related to how ffmpeg does parsing of headers. Such as libmpeg2 , does ffMPEG decode a picture only and only after achieving 1 full picture data ?

IF yes ,then which is the code responsible for doing this ?
